You never get to spend enough time in front of the media and you feel like a scaled-down Fugitive (which in a sense you are).
Being unregistered is a
major inconvenience for a good guy. It's not really applicable to a bad
guy. For a good guy, this means at a minimum zero cooperation from the
police and at times some hunting by the police or at least "I don't see
you" kind of games. It also means inconvenience in trying to get
legitimate equipment or assistance while in uniform. However, it's by no
means a legitimate hunted (you won't get hauled away per se unless you get
over-active or too bold), so it's worth only 10 points.
